[Qgis-developer] no Polish chars in table, labels, query results!

I'm using the default 'System' ecoding, which in my case is pl_PL.UTF-8.
If I force 'UTF-8' encodingf at shapefile load still Polish chars are
not displayed - eg. instead of 'zażółć' I get 'za'.
