 Hi Alex:

 

I have downloaded your plugin and in my windows xp machine and have found the following:

 

* Open template fails with the message "loadDoc:: Failed to load: C:/Documents and Settings/freddy/.qgis/python/plugins/metaedit/Templates/xml/ISO19139_elements_es.xml 'ascii' codec can't encode character u'\xf3' in position 7: ordinal not in range(128)"
