[Qgis-developer] Windows Compile and Installer Update

I just talked with my colleague here at my lab. For the hackfest we will
be participating remotely and specifically spending some time getting
the MSYS build of QGIS with GRASS working.

I'm setting up virtual machines of Windows 7(already up), XP and maybe
Vista to test on and would be happy to use them for future builds in the
near future if we get this working.

The lack of a standalone installer with GRASS that works out of the box
is a critical blocker preventing upgrade by several of my colleagues
including a professor who has previously written QGIS tutorials.
