If it was you would not have needed to compile it.

What do you mean?  A batch file is just a plain text file ending on .cmd or .bat.
Open an editor, cut & paste and save the file.

Point GDAL_INCLUDE_DIR and GDAL_LIBRARY to your build of 1.10.
