Well, depends on your POV.

The problem is that the libraries currently can't coexist.  That's a bug, as
the should be able to - otherwise there's not much point in having separate
libraries at all. 

Unless we have a stable ABI (which we don't have - and maybe never will have),
the package needs to contain the version in it's name.  Removing that would
probably introduce another bug.

Packages depending on libqgis1.7 might break on upgrade.  Yes, I know that
there currently aren't any.

So the packaging is in a sense ok, it just doesn't contain a workaround for the
bug.  But the bug should already be fixed in master and backported to 1.8, but
not to 1.7 (9e21b175 / 813609fe - agreed, not really just a debugging
improvement).   And IIRC the bug only appears when you have stuff still linked
to the old library around (eg. an old grass plugin).
