I would not implement a new raster format. 

I suggest you look at JPEG2000. Its wavelet based and there are several open source implementations (OpenJPEG, Jasper, etc)

May we develop an Opensource .ECW, for example .OCW, with sources of
epsilon!?
Because working with larges rasters as 100 000 x 100 000 is now current, and
it's not easy to manipulate .TIF > 30 Go!

Yes, you should perhaps open a ticket (if not already done by someone else)
in OSGeo4W trac instance to ask for the gdal-ecw plugin to be regenerated
against GDAL 1.9

Yes, but the Epsilon lib won't read ECWs and you have probably to build GDAL
yourself against it because few packages will build it.
