You can install and use both qgis or qgis-dev, therefore qgis isn't address
generally in OSGeo4W(.bat).

Start from %OSGEO4W_ROOT%\bin\qgis.bat or %OSGEO4W_ROOT%\bin\qgis-dev.bat,
which sets up the environment for the particular version and starts QGIS.
