[Qgis-developer] Menu File renamed to Project, but Toolbar is still called File

Hi Devs,

on transifex a translator mentioned the fact that there is still a
'File' toolbar, while the MENU is renamed from file to Project

Should we not be consequent in this, and also rename the toolbar to
'Project' (and even the code?)
