The ini file should be in the path that QGIS_OPTIONS_PATH points to.

That's the default anyway.  So it doesn't matter whether or not the file is
found.   Which format are you requesting GetFeatureInfo in?  Did you try with
QGIS Desktop?  Because that's what I did.
