Why not just trimming out the whole Settings explanation ?

 This release includes preliminary support for rotation in the map canvas.
 Rotation support has been extended into the map composer too so that
 it correctly handles labelling and symbology, etc.

I've also removed the "start new project" as I don't understand why
you would recommend that.
