[Qgis-developer] QGIS compiling with Qt5 and Python3 on Debian

Hi Médéric,

This is very well possible, I always run from the build directory, so I
didn't check the install instructions and the PORT_PLUGINS functionality
has been introduced relatively recently and not widely been tested.
