[QGIS-Developer] UI Master: Empty Vector Toolbar? + Tooltips bold or not?

Doing a fresh compile, I have an very emtpy 'Vector Toolbar' (handle) in
my toolbar section. Is it still used, or will/can it be filled by
plugins. If not we/I can remove it?

I used hovering over the handle to see the tooltip to see the name of
the toolbar, and then mentioned that some of the tooltips are in Bold,
while others are not.

For example:
- in the Project Toolbar all is bold
- the Snapping Toolbar (which does not even have a tooltip) is normal font
- all the widgets in the statusbar have normal font

Easy to fix? Or is this stylesheet related?

ps also checked on Windooz, is the same.
