[QGIS-Developer] QGIS 2 vs 3 Plugin Problem in plugins.qgis.org

I am a little concerned about the fact that when plugin developers have
QGIS 2 plugins and then create a QGIS 3.x version and upload it to
plugins.qgis.org, the plugin no longer shows up in QGIS 2 when you select
"Plugins->Manage and Install Plugins..." An example of this is the Plugin
Reloader.

I guess QGIS is looking at the latest version only and since the plugin
specifies a minimum version of 2.99 it simply does not show up. You have to
manually download and install the QGIS 2 version.

For QGIS 2 users, if they are using QGIS to search for "Plugin Reloader",
they wont even know that it exists. I think this is going to be more and
more of a problem as more developers create 3.x only plugin versions. Is
there a way to solve this problem? If you are running QGIS 2 have it
display the proper 2.x release and QGIS 3 have it display the 2.99+ release.
