[QGIS-Developer] Fields and forms refactoring

Hi all,

We have been working on a revamp of the fields and form configuration
interface the last few weeks.

It just closely didn't make it in before feature freeze. Given that this
is quite a big UI configuration change, it would make sense from a user
perspective to have this integrated in QGIS 3.0 and not bring this with
QGIS 3.2. Personally I don't have any problem postponing this to QGIS
3.2. It's mostly a question of user experience / change management.
