[QGIS-Developer] Resample raster during save to file

Hi,

I have recreated my PR with rebase and less of newline hassles here: https://github.com/qgis/QGIS/pull/5667 . I would appreciate some tests and a merge if it works for everyone. I used some of the instructions here: https://github.com/qgis/QGIS/pull/4990 to update my windows build environment and this will be a very useful merge for other windows developers as well.
