[QGIS-Developer] Overwriting env vars fails to work in master

Hi, 

I discovered that overwriting env vars (user defined) in master fails to
work in QGIS master. 

See issue https://issues.qgis.org/issues/17297 

This happens at least in Windows 7. 

Can someone confirm if this issue is reproducible?
