[QGIS-Developer] Is PySpatiaLite needed for QGIS v3?

Also for Spatialite 4.5.0 with RasterLite2 and Topology, a general overall
of the QgsSpatiaLiteProvider and adding a QgsRasterLite2Provider is needed.
