[QGIS-Developer] QGIS Python API doc: add QgsInterface

Thanks Denis. Very clear python docs!
Just out of curiosity, I read somewhere why QgisInterface has 'Qgis' prefix
and all other classes have 'Qgs' but I totally forget the reason.... There
was something about Gary Sherman....
Could you help me?
