[QGIS-Developer] SSL cert problem WIndows: OGR or osgeo certificate install issue?

Can I pull some attention to:
https://issues.qgis.org/issues/17947

On windows it is not possible (both 2.18 and master) to pull a geojson
via https into QGIS.

Given REST interfaces becoming more and more popular I think this is an
important issue.

But I'm not sure if it is a OGR problem (given ogrinfo <httpsurl> also
fails), or it is a local windows certificate problem.
There is no problem on Linux here with me.

Tried to start a fresh config too.

Can windows people confirm if
https://duif.net/Testing_QGIS1.geojson
fails? While
http://duif.net/Testing_QGIS1.geojson
is ok?
