Yes. I tried several times.

I don't think so, 3.4.1 is a QGIS version, not Python.

I checked

martin at debian:~/src/qgis/build/output/python/qgis$ ldd _core.so
    linux-vdso.so.1 (0x00007fff6ac98000)
    libpython3.6m.so.1.0 =>
/usr/lib/x86_64-linux-gnu/libpython3.6m.so.1.0 (0x00007fb5426a0000)
