[QGIS-Developer] OSGeo4W Setup Fails to complete

I just ran the OSGeo4W setup tool and it failed to complete the
installation. It hung on the "qgis-grass-plugin7.bat" command. Has anyone
else had any problem? I am on Windows 10 and keep up-to-date with the
latest version so it was trying to install QGIS 3.4.2-1. The previous
version was 3.4.1-1. If I do a reinstall it still fails to complete.
