[QGIS-Developer] OSGeo4W Setup Fails to complete - BEWARE

Incidentally, nothing will launch. I tried going back to previous versions,
but this has totally messed up my QGIS installation.

BEWARE of this release. Since it is not critical that I get it working
today I will wait to see what the community says. I may need to reinstall
from scratch.
