[QGIS-Developer] Changelog for 3.4?

Thanks for nudging everyone on this Nyall. BTW I deployed (just too late for you I guess :-( ) a fix for the issue that required a funder and sponsor link for every entry, so hopefully it will make it quicker to add new entries for those doing so.
