Hi,
It's been a day or two since upgrading the latest packages for Debian testing (buster) and I couldn't add new WMS/WMTS layers (or use any already added in the project). The bug is reported here #907774 - [libqt5network5] Requires openssl >= 1.1.1 - Debian Bug report logs  and the error message in QGIS when trying to add a new layer is:
"Download of capabilities failed: Error while setting the maximum protocol version". As it's written in the report, the temporary workaround is to install libqt5network5_5.11.1+dfsg-6_amd64.deb over the latest libqt5network5_5.11.1+dfsg-7_amd64.deb .
I know there's some of you that are also using it, just letting you know.

All the best,
Tudor
