Qt4 is EOL upstream, and its WebKit module is a security nightmare
because of that. Hence the removal from python-qt4.

The proper solution is to port the plugin to QtWebEngine with Qt5.
That's what Qt upstream recommends over QtWebKit.
The workaround is to use the 2.x packages from qgis.org which still
build and install the QtWebKit libraries that were removed from
python-qt4 in Debian.
