[QGIS-Developer] QGIS Server QGIS_PROJECT_FILE ignoring MAP parameter?

Forgot my config if it matters:
- Ubuntu server 18.04
- QGIS Server 2.18
- Apache 2.4.29 (config: https://pastebin.com/QnTc19Gj )
