[QGIS-Developer] Globally setting FI_POINT_TOLERANCE on QGIS server

Warning, because of https://github.com/qgis/QGIS/pull/9773 <https://github.com/qgis/QGIS/pull/9773> configuration located at the project path is not fully supported yet.
