[QGIS-Developer] Projection issue with QGIS Dev

Hi all

I am experiencing issues with my data being shifted in 3.7. Here is the scene from QGIS 3.4:

I am using EPSG:20790.

QGIS revision is https://github.com/qgis/QGIS/commit/d3f6a5f9be <https://github.com/qgis/QGIS/commit/d3f6a5f9be> (Lutra 3.7 package for Mac from a week or two back).

I’m attaching a minimal project that can be used to replicate the issue.

Does anyone else experience this issue?
