Yes, PyQgsPostgresProvider was touched by my PR

When I remove all tests but the one I added, yes, they
run. When running the full tests, they also fail in master
branch for me.  How I'm running the test:

	ctest -V -R PyQgsPostgresProvider

Example of failures I'm getting:
