[QGIS-Developer] Plugin idea for Editing multiple layers

Hi,

I don't do much editing, but recently I needed to edit several layers at
the same time. Although I find the digitizing capabilities of QGIS great,
the bigger bottleneck I found in terms of productivity was in the selecting
tools, because it forces the user to first make the layer active before he
can select a feature in it. Editing multiple layers at the same time forces
you to repeat that over and over again.

So I though it would be nice to create a multi layer selection tool. It
would work like the identify tool, selecting the first feature from top to
bottom, then it would make the respective layer active, therefore ready for
editing.

Other options could be added later, like selecting the next and previous
feature, or selecting all features from all layer. There could be options
to determine which layers can be selected.

Two questions:
- for users: Anyone finds this useful?
- for developers: Being done as a python plugin, will this be to slow if
one uses too many layers/features?
