Yes! I agree. 
You can update the path for python3 by executing py3_env.bat.
So a saga_env.bat containing below would be useful


SET SAGA_MLB=%OSGEO4W_ROOT%\apps\saga\modules
PATH %OSGEO4W_ROOT%\apps\saga;%OSGEO4W_ROOT%\apps\saga\modules;%PATH%
