[QGIS-Developer] prj files not used when adding layer by drag and drop

I have a shapefile with projection defined in a prj file.

If I open it using the menu it is shown as expected with no questions about
projection.

If I drag and drop the shp file onto the canvas I am asked to choose the
projection (from scratch - prj file apparently not read).

The actual shapefile has no qpr file
