I think the issues are deeper then the crashes/projection failures
fixed by the GDAL/proj cherry-picked commits.

The work I did a couple of months back allowing QGIS 3.4 to be built
with gdal 3 (https://github.com/qgis/QGIS/pull/30072) was really just
a very thin band-aid, designed as a worst case scenario to permit
mostly working build to proceed in the case that a distro ONLY has
gdal 3 available.

I've changed my mind since this comment, and now think we SHOULD drop
Windows LTR support early rather than releasing a 3.4 build based on
proj6/gdal3.
