[QGIS-Developer] python3-autopep8 not available on Bionic distribution

Better look at the debian/ folder.  That is what used for the nightly builds on
debian/ubuntu - bionic included - that's also what the dependency list in
INSTALL is generated from using scripts/scandeps.pl - but scandeps.pl has some
extra "convinience" dependencies included that are not actually needed for
building - python3-autopep8 was one of them.    Unfortunatly that was
apparently introduced in buster/cosmic - so not available as package earlier.
