[QGIS-Developer] Error building QGIS

Hi,

I followed the instruction to build QGIS given at:

https://github.com/qgis/QGIS/blob/master/INSTALL

But facing the following error:

14.0\VC\bin;c:\cygwin64\bin
'gdal-dev-env.bat' is not recognized as an internal or external command,
operable program or batch file.
SETUPAPI_LIBRARY not found
BUILD ERROR 1: 2019-09-12 15:12:06.40

Please guide,.
