from qgis.utils import pluginMetadata
pluginMetadata('db_manager', 'version')

In (a rare) case it doesn't meet your needs (e.g. the plugin you examine is not loaded), you 
can alternatively parse the metadata.txt file on your own, using Pyton's 
configparser.ConfigParser
