[QGIS-Developer] label: "backport release-3_16 BROKEN - YOU MUST DIY!!!"

Hi,
If I may, I still don't get the reason of the relabeling. With its current
name it's no surprising that the action is broken, and we would never know
whether it works if it's not renamed correctly. Also, I know I'm not a dev
and I may miss some subtleties, but it's curious to have the same action
properly work for 3.10 in qgis/QGIS repo [0], have it work in
QGIS-Documentation repo [1] and being completely broken for 3.16 (using the
same pattern)...
