[QGIS-Developer] label: "backport release-3_16 BROKEN - YOU MUST DIY!!!"

Hi,

All systems are back up and running. Backport 3.16 working again.
For pull requests that need backporting, just remove and re-add the label
to trigger it.

At this point a huge thanks to Nyall for backporting some forgotten PRs
over the last weeks and even more for maintaining a delayed backporting
branch for maximum stability of QGIS LTR for the last months continuously!
