It's hosted in the US - so I'd think it's not the quickest for Europe.

There are other mirrors listed in http://download.osgeo.org/osgeo4w/mirrors.lst
and offered by the installer.

qgis-pdb-3.8.3-1.tar.bz2 is outdated BTW and not hosted on the mirrors anymore.

For qgis-pdb-3.10.0-3.tar.bz2 I get ~7.50 MB/s from norBIT (Hetzner, Germany),
~7.92 MB/s from oslandia (France), ~4.48 MB/s from ftp OSUOSL (US) and ~1.26 MB
from download.osgeo.org (also hosted be OSUOSL) from here.
