[QGIS-Developer] Visual studio 2019 building issue

I think is simply based on the version of MSVC that Jürgen (our
windows release guru) uses to build OSGeo4W and QGIS. I am not sure
how is it with support of other versions of MSVC - if that's supported
at all - maybe Jürgen could comment better.
Generally, I would strongly suggest that you use Linux for QGIS
development if you can. I would say it what 90% of QGIS developers use
and the developer experience is the best (and with largest pool of
people able to help if things are not working as expected). On Windows
the compilation sometimes involves furious shouting at the computer
screen :-)
