[QGIS-Developer] PR34358 any Oracle guru reviewers available?

Hi,

The PR needs to be rebased as there is some conflicts and I'm pretty sure that the filter request
needs to improved to not decrease performances.

Sebastien (PR author) and I will take a look and try to make it
mergeable in the days (maybe today?) to come.
