pyqt5 was recently updated to use sip6:

Adding the sip6 changes from #45128 & #45829 and updating the packaging 
for sip6 helps with this issue, but the build still fails:

  Querying qmake about your Qt installation...
  These bindings will be built: analysis.
  Generating the analysis bindings...
  sip-build: Unable to find file "QtCore/QtCoremod.sip"

  ...

  Querying qmake about your Qt installation...
  These bindings will be built: 3d.
  Generating the 3d bindings...
  sip-build: Unable to find file "QtXml/QtXmlmod.sip"

These files are provided by pyqt5-dev under
/usr/lib/python3/dist-packages/PyQt5/bindings/ but not found for some 
reason.
