For the need for your plugin, I will leave that to others on the list - 
this is not my area.

In terms of making a plugin - I would recommend the "QGIS Plugin 
Development Is Not Scary: Lessons Learned from Literature Mapper" 
session from the recent FOSS4G Conference. Details at

Michele and Alex talk about their experiences of creating a QGIS Plugin 
- and the bottom line is go for it!

I am about to undertake a similar process to create a QGIS Plugin so it 
will be an interesting experience!
