[QGIS-Developer] Override System Locale user interface with American English by Default?

Hi Jurgen,
I only have the PT_pt translation experience, but I am pretty sure the same
should happen in other languages too.
We do try to fix the portuguese language, but we don't seem to have enough
man power to fix and review all the strings. Even if we slowly review as
much as we can, next time the resources are updated, all the reviewed
strings get unreviewed, and we lost control again.
Having a dialog on the first launch (similar to the one had for converting
2.x configuration to 3.x would give the user a choice right way. With some
extra wording we can make very informative on how users can help improving,
and how they can select a different language later if they want.
