[QGIS-Developer] MemoryLayerSaver plugin maintainter

Hi QGIS maintainers

I have now passed over maintenance of the MemoryLayerSaver plugin to Yoann Quenach de Quivillic.  Please could you update the Plugin settings in https://plugins.qgis.org/plugins/MemoryLayerSaver/ to make yquenach the maintainer.
