[QGIS-Developer] Labeling pull requests appropriately for docs and changelog repositories

Dear developers,

Yesterday, I spent quite some time browsing pull requests in the code 
repo to find new features that should be documented and were not labeled 
appropriately. I stopped after I labeled 15, starting from last October, 
ranging from simple features to complex/hidden ones [1].

I know most of us already follow the process correctly so this email is 
to remind those that ignore or forget it that labeling pull requests or 
commits introducing new features, for documentation purpose, is part of 
the global QGIS development process we agree on[2]. So please try to do 
it and make sure your PR description is up to date. This very much makes 
life easier for docs writers.
I could extend this request to adding the "Changelog" label.
