[QGIS-Developer] is psycopg(3) installed by default on QGIS (osgeo4w + standalone)

Dear all,

I'd like to know if psycopg (version 3) is installed by default in the
standalone installer?
And if not, could we make it? So we can start relying on psycop3 only.

It's not listed in the mingw build but I have no clue if it's the script
responsible for this.
