Not yet. But it's available in osgeo4w. Although nothing depended on it.

Sure. But the gdal and postgres tests and packaging for debian, osgeo4w, rpm,
mingw and vcpkg also only mention psycopg2. And I guess there are plenty of
plugins that also depend on psycopg2 - so I kept both.
