[QGIS-Developer] numpy version 2

If it helps, I have been compiling the master branch regularly for sometime
using numpy > 2 (currently 2.3.3, with python 3.13.7 on openSUSE
Tumbleweed) without any apparent issue or malfunction that I have been
aware of. I am not an expert on these matters though, and there may be
issues that have escaped my attention.
