[QGIS-Developer] current state of feature development

Hi all, please forgive my ignorance on this subject. I have been following discussions related to freezing the master branch, and treating 3.44 as an LTR, but I still require clarification.

Are any new features planned for 3.xx releases, or should all new features wait for 4.0? I have a PR to submit for #62838 <https://github.com/qgis/QGIS/issues/62838>. I am unsure which "base" branch to select for my PR. I am also unsure if new feature PRs are welcome at this time.

Any clarification about how to submit changes for new features would be much appreciated.
